Actually - technically - I think that the opps are only entitled to
you what the partner****p agreement is.  They are indeed not entitled
to know your partner's hand, but as I understand things they are not
entitled to know what you think partner's bid means, only what by
agreement it shows.

I like the index card box analogy:

if you had a box of index cards with all possible sequences on it,
what would the index card for

1c     1d
1nt    2c
2h     3nt
p

mean?

Well, 1c could be strong, 1d weak, 1nt 16-18 balanced, 2c puppet
stayman, 2h 5 hearts, 3nt to play

or, 1c could be any balanced hand out of range for a 1nt opening bid,
1d a transfer to hearts, 1nt a balanced 17-19, 2c stayman, 2h 3
hearts, 3nt to play

or, 1c could be 4+ hearts, 1d negative or positive response, 1nt =3D any
strong 3 suiter with 4 hearts, 2c =3D relay, 2h =3D short spades, 3nt =3D
to=

play

So to answer your question:

if your sponsoring organization requires a post-auction alert or
explanation of bids, then provide the system meaning irrespective of
your hand.

In the ACBL, and perhaps elsewhere, there is an idea that partner****p
experience is part of agreements.  So an explanation like, '4c was RKC
Gerber with spades agreed, but he often forgets and just answers with
the traditional 4 aces' would not be out of place.
