I have gained a sense, over the years, that for most people "opening
bid" means "opening bid at the one level". Personally, I think it's
wise to be precise, where you don't mean "any bid, in any strain, at
any level, which is preceded by no other call than pass".

I don't know about anybody else, but if I open in a suit at 5 of a
major or at the 6 level, I'm highly likely to have more than 14 HCP (I
might have less, but that's not what I'd call likely).
