I think *** no agreement is a little questionable, IMO. I believe it is
general bridge knowledge that in contested 2C auctions a balanced hand
(one
that would have, uncontested, rebid 2NT) will Pass. Therefore partner's
Dbl
is penalty which is expected to be pulled only when responder can clearly
see that a greater score is available by pulling. Such knowledge is not
available for responder here so I pass.
