Weren't you the person just arguing that it wasn't necessary to provide

It's not in the Laws, but it is in the ACBL regulations
(http://web2.acbl.org/codification/CHAPTER
12 - Section c.pdf) and I'll be
shocked if it isn't in any other jurisdictions rules.  True, the
regulation
only applies to tournaments (as I'd already said to David), but imo it's a
disservice to everybody you're playing with & against not to at least
agree
on a basic system even in an informal game.

If one party is playing strong 2s, and the other is playing weak, nobody
is
going to have any fun.
