Hi Will. Yeah, unfortunately it's UI. In online it can be avoided. My
idea was that face to face you let partner explain his/her bid when
you are unsure of the meaning. So you are not exactly saying you don't
understand -- you might be reasonably confident but not sure enough to
want to do the honors yourself.

That is UI. I don't see how to avoid it.  If I describe partner's bid
and get it wrong, that is massive UI. If I describe partner's bid and
get it right, that it still useful UI. Later on he may wonder if I got
the meaning right except that he heard my correct description. Saying
"no agreement" is also the same UI.

So, I am pretty sure that asking partner to describe his/her bid, when
you are uncertain, minimizes UI . But it doesn't eliminate it.
