  Yeah, whoopee.  However, the only two things wrong with that remark
are

[a] there is some bridge, just a teensy bit, played somewhere in the
world that is not subject to the rules of the ACBL.  Some Americans - a
minority, to be fair - will be surprised to find there could be bridge
outside North America - or even online.

[b] the discussion is what to do when you have no agreement.  Ok, even
if playing in the ACBL, if you have broken a rule, you still have to do
something.  Do you really expect to get penalised, by the way, for not
agreeing a system in the ACBL?
