I would bid 3S, with an exception I will bring up later. 4S could make
opposite some hands that a sane partner might not want to come in
with, even if the 3H bid is a stop bid. There are many hands partner
can have where 3S either makes or goes one (or two and they don't have
an obvious doulbe) down with 3H making.

I would not bid 3S against some LHOs if I got any hint that LHO was
feeling especially clever or self-satisfied on this hand.
