With 60 pairs you would make 4 groups of 15 pairs and in session 1:

Group A plays Group B
Group C plays Group D

in session 2:

Group A plays Group C
Group D plays Group B

You can then put the top seeds in each group on table 1, the 2nd seat
on table 9. The 3rd seat on table 5. The 4th seed on Table 13. Mix the
rest of the field.

I would seed the players based on "knowing who is good" rather than
some kind of rating points.
