Not your lead

South is declarer and is on lead.  East detaches a card from his hand
as if about to lead it.  North (dummy) and West speak up simultaneously
and say "Not your lead."  South, who would have liked there to be a
penalty card, thinks neither of them has the right to say that.

If the director is called at this point, what is the ruling?  Would
it make a difference if only one of North and West had spoken up?
