There are other possible reasons. For example, the way things
develop, the ambience, and so on may be different. Or perhaps cheats
are re****ted more on OKB. Perhaps the fact that OKB have responded to
pressure form their customers by appointing people specifically into
ant-cheating roles has led to more cheating being found. Or various
other things.
Compare systems that you are allowed to play in F2FB. These are very
restricted in England/Wales/North America, very unrestricted in
Australia/Netherlands. Why? When this question has been asked in the
NGs only absurd answers have been given, and consequently there is
always a moan that it should be changed so all countries are the same
[though whether the moaners think North America would be prepared to
follow Australia or vice versa is not clear!!!!]. In fact I believe it
is based on history, luck, the different development of the game, and so
on.
In the same way BBO and OKB have developed differently for a different
length of time and costing different amounts of money with different
games available. While Lehmans may affect cheating, so do all these
other things.
One of the modern things I dislike - this is not a bridge-oriented
remark, but a life-oriented remark - is that people think things have
single causes. In England road crashes are increasingly blamed on speed
rather than all the other reasons [eg a badly maintained car is more
likely to break at high speed]. In fact most things have multiple
causes. In my view the difference in number of convicted cheating cases
between OKB and BBO is the result of many reasons.
