   Many of these august bodies do not do what the EBU tells them because 
the EBU L&EC does not tell them to do anything.  However, experience has 
shown that they generally follow EBU L&EC rules.  Personally, the reason 
I used the word expect is because I expect it to happen.  'anticipate' 
is not a better word because I expressed a personal view and my view is 
that it is expected.
