Risks Another Player's Tokens

You have the power to throw your voice.  As offensive player or as an
ally, instead of putting tokens into the cone, you select another
player, not main player, to risk his tokens at a number you specify.
That player chooses the tokens.  Those tokens then count as yours in
every way.   The dummy is not considered involved in the challenge in
any way at this time.  He may not ally normally.  However, if you win
the challenge, you must put the same number of tokens on that base as
well, if applicable.  Only you get the base in moon challenges.  The
dummy returns his tokens to other of his bases.  As a winning
defensive ally, your dummy gets rewards as well.  Your dummy does not
collect consolation when applicable.

HISTORY: Aliens go about their business in their cosmic struggle for
universal dominance.  Some are beginning to wonder, however, if there
is really someone else who is pulling their strings.

FLARE

Phase 6
Wild: If both main players invited you to ally, you may ally on both
sides.

Phase 8
Super: If you win the challenge, your dummy does not get the base.  He
returns his tokens to his own bases.

PULSAR

Phase 3, 6
Con: Ventriloquist cannot choose you to be his dummy.

Interphase
Pro: Once per challenge choose a player other than the offensive
player to be your dummy.  You make all decisions for him including if
and how his power is used, all votes, and alliances.  You cannot see
his hand.  He plays Challenge Cards normally but for any Edicts and
Flares he plays, you decide appropriate targets.

Commentary: This is a rules power created by me.  This power has gone
through some changes.  The power description and Super Flare are a bit
poorly worded because of it.  Originally, the power only worked as
offensive player, but I found that too limiting.  The spirit of the
power demands it be used as an ally as well - putting tokens onto the
cone regardless of reason.

Essentially, whenever Ventriloquist should put tokens onto the cone,
he makes another player risk his tokens instead.  The risked tokens
count as Ventriloquist's tokens in every way, not the dummy's.  Any
special characteristics because of dummy's power are not used.  In
multi-power games, if Ventriloquist's other power(s) provide for
special characteristics, they take effect for the risked tokens.

If Ventriloquist can land the risked tokens on the planet in winning
the challenge, the risked tokens landing there give dummy the base.
Ventriloquist puts his own tokens there as well in an equal amount.
If the risked tokens allow Ventriloquist rewards, he gets them but so
too does the dummy player.  Only Ventriloquist can get consolation.

If Ventriloquist is forced off the cone, the dummy chooses where the
risked tokens return to.  If Ventriloquist makes a deal which included
getting a base, Ventriloquist gets the base with only his own tokens.
The dummy returns his risked tokens to his bases.  If for some reason
Ventriloquist has to put tokens into the warp and can choose tokens on
the cone, he may choose dummy's risked tokens.  At the end of the
challenge risked tokens return to the owner****p of the dummy but are
still bound by Fungus, Vampire, Void, etc.

Because of timing order, Ventriloquist when allying may want to
designate as dummy someone who has already allied.  In such a case,
the dummy has to return his tokens that he allied with to bases.
However, since dummy can choose the tokens used, he may physically
leave his tokens on the cone to become the risked tokens.

Matt Stone's set has a Ventriloquist power, but it is completely
different.  I made it the Pro Pulsar.
