Moves Cards Around Table
You have the power to orbit. As a main player, before cards are
played, you may declare that everyone, including yourself, must pass
their highest (or lowest) Attack Card to the player on their left (or
right). A player without Attack Cards must pass a Compromise. A
player without Challenge Cards must pass a Kicker or Reinforcement. A
player with only Edicts and Flares must pass one. A player without
cards does not participate in the card orbit.
FLARE

Wild: Force all players to pass their Flares to the left or right.
This is a "Use once and discard" Flare for Ancients.
Phase 7
Super: You may force all players to reveal their highest and lowest
Attack Cards before making your decision.
PULSAR
Phase 7
Con: Unless you'd be passing to Satellite, your priority order is
thus: Compromise, Attack, Reinforcement, Kicker, Edict, Flare,
Pulsar. If this is your only card, it is as if you have no cards.
Phase 7
Pro: When cards are passed, first get the card you would receive.
Then, you may pass any card, even if it's the card just passed to you.

Experience Rating: Novice
Cosmic Monopoly
Long version only. On your turn, before you roll dice for movement,
you may have all players, including yourself, pass one title deed card
that is not mortgaged that currently provides its owner the highest
(or lowest) rent to the left (or right). You pass along any title
deed card that is not mortgaged you own. If more than one property
meets the criteria, such as a Railroad or Utility, the owner chooses
one. New owners of title deed cards share ownership and immediate
place 1-4 cosmic tokens on the space.
Commentary: This is a resource power from Matt Stone's set. I don't
find this an efficient power. While you can improve your own card
holding, you can just as well improve your opponents'. The power in
the choice doesn't give a distinct advantage. I want to see the power
in play before deciding whether to junk it or not. I could be missing
something.
Pulsars are treated as Edicts/Flares in terms of the power's priority
of passing.
