SALT Phase 7
Main Players Discard Attack Cards
You have the power of disarmament. As main player, before cards are
played, if you have an Attack Card, you may call out "disarm". You
must discard any one of your Attack Cards, but your opponent must
discard his highest Attack Card. If, as a result, the offensive
player has no Challenge Cards, his turn ends and tokens return to
bases. If the defensive player has no Challenge Cards, he gets a new
hand as normal.
HISTORY: Long ago, the Salts were on the verge of destroying
themselves. Through a necessary trust of their enemies, the Salts
began a disarmament program. Finally able to breathe with a sigh of
relief, the Salts now seek to disarm the universe.
FLARE
Phase 6
Wild: As main player or ally, you may force your opponent to reveal
his highest Attack card.
Phase 7
Super: When you call "disarm", you may announce any number of Attack
Cards up to what you have. You discard that many and so does your
opponent but from his highest Attack Cards.
PULSAR
Phase 7
Con: Play this card as main player against Salt and before he declares
"disarm". If he does so, he will not be able to discard his lowest
Attack Card, even if it's his only one.

Pro: If you disarmed as offensive player and then have no Challenge
Cards, get a new hand (keep this card) and continue the challenge.
Also, if the defender is out of Challenge Cards, you automatically win
the challenge. He does not get a new hand.

Cosmic Monopoly
After paying rent on a property with buildings, it is reduced by one
house. There is no compensation to the owner. The owner cannot
purchase more buildings on it until he lands on the property.
Commentary: This is a resource/combat power from the defunct Encounter
magazine issue that came with my set. It's a pretty cool power. In
addition to getting rid of your poor Attack Cards, you also get some
idea of how high your opponent's challenge total cannot become,
barring Reinforcements and such. It's possible your opponent's second
highest card is the same as he discarded, but more often than not, it
will be lower. The Pro Pulsar is not reversible. That is, if you
disarm as defensive player and have no challenge cards, you do not
automatically win the challenge. You have to get a new hand as
normal.
