It's a hint to the game as to how much data to send to your
box. Basically, with more bandwidth (i.e. a higher connection speed),
it may decide to send 20 updates a second, vs 10. It may also affect
the priority of updates from really far away players -- someone near
you may get 20+ updates a second, at more precision, while people 200+
meters away may get 5 updates a second at low resolution.
