looking for either app or hint to how to program this

Hi

Am in search of a program that simulates a tabletop miniatures
environment. 
If nothing else what would be good to program this myself?  I have some 
rudimentary programming skills from a few years back..

Program should
1) Allow placement of unit markers on a scrolling map
2) Allow rotation of unit markers from 0 to 360 degrees
3) Allow manual entry of xy position or ability to move unit marker along 
current heading a specific distance

optional
4) Should be able to run two sides with ability to turn off any given 
counter (cloaked, invisible) to the opposing player
5) Should be able to display firing arcs toggled on/off

Basically imagine a virtual table for fleet (naval as well as spaceship) 
miniature battles.

I've looked on the internet for the last couple days, but think one of my 
problems is what the heck do you search for?  Aide-De Camp 2 seemed close 
but it doesn't really allow me to rotate my counters the way I need to.

Has ANYONE run across somethiong like what I listed above?
