This is a matter of game-play, and how you want the game to feel. Do
you want the player to be able to be hit 20x, so that they constantly
feel like they're being damaged, and have to wrestle with that (i.e., in
a doom-esque game)? Or do you want them to feel overly cautious, with
little shooting, as if 1 or 2 bullets could put them down (i.e., in a
sniper game)?
Once you decide that, you make your bullets do the appropriate damage,
as a ratio of average hit-points/armor of the thing being shot.
Don't forget to account for power-ups, etc.
