Plenty of free ones.
A currently popular one is Inno Setup.
A very easy to use one comes from ClickTeam - it's free if you leave
their (non-irritating) ad in the installer. (They also do a good patch
maker.)
I use an old opne called Freeman Installer - it's a bit long in the
tooth but it's powerful and GUI-based and I'm used to it.
Google should find them easily.
