Halo 3 for the 360 has a map editor.
If you've not already heard about it - creators.xna.com
Microsoft gives away tools that can be used to build games for either
windows or the 360. You'll need to pay for a creators club member****p
($99
a year) if you want to build and deploy games onto the 360.
