Narrative is a good place to start, whats the story? Keep it loose and
abstract. "big evil dude has captured a princess, the player characters
have to resure her!" (that ain't gonna win any feminist gaming awards).
Character and world design is probably the next step. What do the Player
Characters look like, where are they from, what attitiudes do they have?
Let that feed into the narrative (i.e. things should be flexible at this
stage).
Get some drawings made of the different PCs and monsters. Don't worry
about pixel art at this stage, its getting the style right... Think of
Amano's work for Final Fantasy compared to the work done by the 3d
modellers, it's about defining a coherent imaginary world, not about
rendering each sprite pixel.
I think you need to break down the project, from concept to delivery and
fill in the skills you need at each stage.
BTW whats your budget?
