I can't answer all of your questions, but a good place to start is asking
for experience. Most of your younger artists nowadays (no matter how
talented they are) were brought up on the "3d polygon" games. Most of them
don't even know what a "sprite" is. Also, be specific about what you want.
Are you going for classic nintendo style sprites? Look up "8 bit theater"
for some examples. Do you want Super Nintendo/Sega Genesis style sprites?
(still simple, but also more detailed than the 8 bit style sprites).
Keep in mind, a good artist is not necessarily good for the job. You
definetly want to see samples of any artists work, and the simpler (ie
closer to what you had in mind) the better.
I've been drawing comics since 1990 (semi-pro since 96) but even I don't
think I'd be able to do simplified game sprites. Make sure you become
intimately familiar with the artist(s) you plan on working with (intimate
in
the sense of knowing exactly what they're capable of, artistically).
And good luck with the game! I'm probably one of the few people who
enjoyed
Zelda 2 more than the original Zelda, so I'm interested to see how this
progresses :)
