The "Risk - The World Conquest Game" banner at the bottom left is a bit 
of a giveaway!

It's a bit pathethic given that, starting from a world-map image that 
is free of copyright entanglements, even a programmer could knock 
together a perfectly acceptable map within a couple of hours.
