Doom3 comes with a built-in editor known as D3Radient.  To access it,
type editor in the console or use +editor as a command line option.

As long as you have the necessary textures, you can do whatever you
want with level editors.  If you want to create new monsters, be
prepared to larn the basics about programming and modelling.
