That is true. Once someone is in the tribe, he or she is a full
member. There are no half members. You are either in, or out. It is
against Jewish law to in any way, shape or form discriminate or be
biased against a convert. Ruth, the many times great grandmother of
King David, whose lineage Christians claim Jesus descended from, was
the prototypical convert.

Regarding aliyah, only Jews and immediate gentile family may receive
automatic residency in Israel. Jews get automatic citizenship after
three years of permanent residency. Non-Jews who seek to immigrate to
Israel have a more difficult time. But not impossible. Righteous
gentiles who saved Jews get automatic citizenship. Gentiles who would
have been persecuted as Jews by the Nazi Nuremberg laws also may get
permanent residency and eventual citizenship. Again, it has nothing
to do with religiosity. It has to do whether or not your mother was a
Jew, and/or you have undergone "conversion" by a rabbi approved by the
Israeli Rabbinate. It is the Rabbinate, not the state, that determines
who is a Jew, and then passes along their decision to the Ministry of
the Interior (the state)..
