maps not available in Instant Action or multiplayer games

For some reason I am unable to change the map in Instant Action or
multiplayer gams.  When I click on the button to change the map, no
maps appear in the list.  I am running XP Pro SP1 with all patches to
DR including the 2k/XP patch.
