No idea if this will work, but have you tried any of the "mode x"
resolutions. I think that they have a different rendering style to the
others, but I don't know. I haven't actually got the game with me,
otherwise I would see if I can replicate the problem.
Another thing to look at is your driver settings. Is FSAA or anisotropy
turned on? If so, then turn it off (or if it is off, then turn it on).
That might have something to do with your picture issues.
