DF has pretty much always been that way. From my experience there are
always players from the other realms in there somewhere. Usually the
zerg runs thru when DF changes hands, tho with Agramon and NF it's been
a little less, not to mention that a lot of the "campers" seem to have
left the game.

I'd be guessing that what you are experiencing is somone who is logged
in DF, loads in, ganks a few lowbies and then logs out again. It's
happened to me a number of times too. The only thing that can be good
about that is when a group of 20's to 30's find that 50 when they are
loading in and are able to get some of their own back.

DF was always an extension of the frontiers, that is why it was called
an RVR dungeon. When NF came in and brought the Passage of Conflict
(POC) with it, less people went to DF as the major bosses were not
really worth the effort to get to and the drops were not worth the time.
This was particularly true with the advent of ToA. Darkness Rising
looks to have addressed that somewhat with the new quests and so on,
along with the revamp of mobs like Legion and whatever is behind him.

The speed of the change over is determined by NF, so I can't see that
being changed given that it is in relation to the towers held by each
realm. IF you want to have DF more, then all I can recommend is that
you get your realm mates together and go lay seige to your enemies
towers and keeps.
In regard to the armour from DF, if you want to use it to salvage for
crafting then go ahead and farm those seals to buy it, but if you are
after armour to level in, then go grab the auralite stuff, much better
value.
