If you have the Catacombs expansion, I would say you should be there.
The various guards, vendors, and NPCs very near the entrance from
Camelot have some very good quests, that send you to some good hunting
areas.
Again, if you have Catacombs, talk to the Taskmaster at Prydwen Keep.
He will send you across the river to the south to the instanced dungeon
there (It is through the split in the trunk of a dead tree). No drops,
but the experience is excellent, and the coin is very good.
If you do not have Catacombs, then Kill Tasks is your answer. I would
head to Prydwen Bridge and /whis task to the named guards there. One of
them will give you a task to go kill such and such a creature and give
you a general direction to find it. Head in that direction and you will
not only find your target, but also a good number of other things worth
hunting. Not only is the experience very good, but they also give you a
few silver every time. Every level a different guard will give you
tasks. Keep doing them until you are 20, when they no longer are given.
That should help a little bit.
