The program should show this explanatory text:
    Usage: SLOW [/Txxxx][/Cxx][/Z][/S][/1][/2][/4][/8][/D][/E][/R][/H][/?]
       /T = xxx is the amount to slow down the PC. Range [0,30000].
       /C = xx is the 286 speed desired. Range [2,30000] in MHz
       /Z = tell SLOW that the processor is a386 or less. Use with /C.
       /S = put SLOW in standby mode.
       /1 = use 1024 INTs/second.
       /2 = use 2048 INTs/second.
       /4 = use 4096 INTs/second.
       /8 = use 8192 INTs/second (default value).
       /D = disable slowdown.
       /E = enable slowdown.
       /R = removes SLOW from memory.
       /H = show this help screen.
       /? = show current program settings.

You have to experiment to find the right values to start it with. For 
instance:
slow /T2000
or
slow /T750
(I think I used T750 on the machine I used it on, but that one is pretty 
old now.)
Once you have run it with a suitable value, you can disable and enable it 
at will. If you run in a dos box, you may just want to run it in a batch 
file together with DF, and just quit the box when you are finished rather 
than disabling slow.
