Sometimes the object you are looking for in Daggerfall doesn't always
look like what you would expect it to look like. Have you checked
everything that looks like a heap of dirty laundry on the floor?

I think that is entirely possible, especially if you keep
pick-pocketing the monsters in the dungeons.
