I don't think the game goes out of its way to do this. It is just that
when enough random things happen, some really weird things will be among
them. To quote the Skeptic column in Scientific American:
"Once-in-a-million events happen 255 times a day in America."
Myself, I remember best once I came into a dungeon and in the very first
room to the left (where there is a table behind a wall, you may remember
that layout) there were two rangers, a male and a female. It came to
blows, as always happens in these cases, and they were easily dispatched.
When I searched their belongings, there was no armor to speak of and only
a cheap knife each, far below our level. And each of them was carrying a
flower. It was pretty obvious that they had not met there prepared for
fighting. I have never felt so mortified in my Daggerlife...
