I realize that the game doesn't revolve around the character. It just
seems to me that the chances of a non-armor wearing character finding
Fortify effect armor seem greater than that of an armor wearing
character. My characters who can wear any type of armor at all seem
to find Sandals of the Feet of Nogoro, while the non-armor wearing
ones find Silver Boots of the Feet of Nogoro.

That is another thing that Daggerfall is weird at. I am always
finding Knights with a lot of leather armor in their inventories. I
seldom find a bow or arrows on the body of someone who has been
shooting arrows at me. Instead, I find lots and lots of arrows on
Skeletons, who *never* shoot arrows at anyone. In other words, the
weaponry and armor used by the NPCs very seldom matches what you find
on their bodies. In a way, this is rather cool, because you never
know what to expect when looting a body.

My original post was intended to be more observation than complaint
really. I, too, have played characters with a lot of things forbidden
and had a lot of fun with them. It just seems to me that such a
character's chances of finding items of Fortify which he cannot equip
are much higher than a character's who can equip them. I even found a
Wand with Constant Effect Water Walking once. No one can equip that,
so it is utterly useless.
