Try using the hotkeys to "contact" Lupin (I remember that it was key 7, 
could be wrong). The dog, Whiskey is with him. You can call him by using
the 
whistle.
Remember that in the previous mission you hid whiskey and Lupin under a
bed.
In order to call the green beret, you need to radio him over the
radioroom. 
This building is located on the northwest of the naval base (use the 
objectives book to be precise). Afterwards a drop icon will appear (more 
looking like the invasion button in other missions). Click on it... a 
parachute will appear... select where you want to drop your GB, and he
will 
fall of the sky.
