What do you mean Barbaric?
When Barbarians win a city battle, they can choose to just sack it, so
they don't occupy it but get a lot of money and continue their
journey. Most of them are also highly mobile and they can choose to
convert all of their population into a highly mobile army and move
across the map, sacking cities at will.
When you get a barbarian horde of 8-9 armies in your territory, you
can tell that you're pretty much screwed.
I have been playing as the Eastern Romans and am on the verge of
winning the game, having destroyed most of the other factions while
limiting quite a few of the barbarians to 1-2 armies max.
