Does that mean the Carryall is meant to be disposable (it only
delivers once and then flys away off the screen, or until a SAM takes it
out)? Can you build another Carryall to airlift more? Or does the
Carryall only work once per game?

Select the Carryall, click on the target unit, and click on the
destination.
It can be used to deliver large quanitities of vehicles rapidly past base
defences (although overrated - IIRC, it only works as a one-at-a-time
thingy.)
