I don't automate any of them until my core cities are completely
worked. After that I'll automate some for clearing jungles or
building roads/rail. Automated workers don't build enough cottages
for my liking.

I've got a huge continents game going right now and last I checked
I had 52. I just got rail and that's half what I really need.
