No. Regardless of your personal beliefs, the game treats religion as
something that people by the million do want.
There are times when a temple will solve an unhappiness problem, and
this option is not there for atheist civilizations. There are buildings
that can only be built in holy cities. There are other benefits, too,
that I've been reading about but not checked out yet, something about
being able to see foreign cities of the same religion, and the holy
city being able to collect money from foreign cities of the same
religion, too.
I always try to get Buddhism. Being Justinian makes it easy, but I
am usually playing Russia. So failing to get Buddhism I try for
Hinduism. If I miss that one, too, I give up having a holy city and
adopt a religion. Half the time I end up with Christianity. I want
those temples. Opium for the m*****, you know? Man does not live by
coliseum alone.
