The auto workers put forts on resources that are not in the fat cross
of a city, which seems to be a good idea. But if you later build a city
that encloses the fort in a fat cross, it is time to convert the fort
to a mine (etc). If auto workers are not allowed to do this (as I
always have the check-box set), it must be done manually.
