Maybe so. I have taken to flooding a target nation with spies, most of
whom blow up the iron mines and horse ranches, and then they sit there
blowing them up again every time they are rebuilt.

I don't know about that, but I have found that putting them to sleep
("sleeper agents") in an enemy city doesn't protect them from being
caught and "questioned." I think this "sleeper agent" thing *should*
work.
