Did you mean Judaism? Organized Religion is a civic not a religion.
It comes with the Monotheism tech which also starts Judaism.

Yes, there is a race to each religion. The first to discover the
Monotheism tech founds the Judaism religion, for example. Second and
third just get the tech.

There's only one tech needed to found each religion:
Buddhism -> Meditation
Hinduism -> Polytheism
Judaism -> Monotheism
Con****ianism -> Code of Laws
Christianity -> Theology
Taoism -> Philosophy
Islam -> Divine Right
Of course, these techs do have prerequisites (ie Polytheism is a
prereq for Monotheism). Refer to the tech tree for details.
