You can remove things from the queue that have some production in them
at any time without losing any of that production. The game remembers
the production put towards an item whether it's in the queue or not.
If an item isn't currently being built then the production in it does
begin to decay, one hammer per turn, after a certain number of turns.
It doesn't matter whether that item is in the queue or not. By
default, the decay begins after 10 turns for units and 50 turns for
buildings.
