Q1) dunno!
Q2) Cannons / Artillary have 2 modes of attack:
1) Bombard : reduces defence bonus of city - always successful
(no promotion point fo cannon)
Move cannon adjacant to ememy city - red target like icon initiates
bombard
2) Attack : damages a number (1 or more) of enemy units on a tile - cannon
may die but units are still damaged
(If cannon wins it gets a promtion point)
Move cannon onto tile containing enemy unit(s)
