  I think it requires contact in order to give you the tech.  It has
been a while.  In Civ2, no contact was required.  I think that the
Internet in Civ4 also requires contact, but you're aren't likely to
not have that in a normal game, but could have it be so in a
advanced-tech scenario.

 I seem to recall getting a load of techs once I finally made it
across the ocean for contact.  You will get all the techs up to the
one which makes it obsolete, all at once.
