Note that for some reason Civ 4 gives airspace no owner****p.
If your city in on the border and your neutral neighbour won't do an open
border agreement with you but does with your enemy, seems your only option
is to hit those enemy units with air units. Of course you cant kill them
but
you can weaken them so their attacks are fruitless.
Prior to having air units you cant "legally" do a thing - really annoying.
Hint - world builder and a few added stealth bombers solves the problem :)
