That's why teh AI oftend emands that you rbeak fof conatcts with their
enemy - it's so the enemy can't exploit the Open Borders agreement to
send
troops through. But in real lfie, attacks om enemy troops on neutral
territory has always been regarded as a serious transgression in real
life.
Typically, it led the host country to join the other side in the war.
