Scenario: You see your enemy starting to pile up units on your border with

neutral country. Why SHOULDN'T you be allowed to attack them? Why should
your enemy be allowed to ac***ulate his forces with impunity? It's not
like
he doesn't OBVIOUSLY intend to attack you; you're already at war!
