Since the spies may get through anyway, it is best to put spotting
units on the shortest route(s) through any chokepoints you have.
Spies work -- you only need one for spotting -- but other units can
help (again, more don't add much). So a solid line of units on the
border can sometimes do the trick.
Next, assign a spy or build the defense building in any city which
is close to the "enemy" and thus likely to be attacked. Also assign
guards on all key resources, again, to stop easy spy attacks.
Nothing stops them entirely. But turnabout is fair play, so when
they blow a lot of EP blowing stuff up, they are open for your even
smarter raids against them.
