I usually can only afford one worker per city, but I like having a
few more to speed up projects. When I get railroad I also like to
turn out more of them, to speed up spreading rails.
Farms depend on the city. I tend to farm early to build population,
and once I have enough to work all the squares I can use (due to
happiness), that's it.
There are two related exceptions. First, a settler farming city has
lots of high-food sites, especially flood plains, which I may farm
heavily in order to maximize food production and thus early settler
production. Second is a Great Person farm, a city with high
population able to sup****t loads of specialists, which also needs
maximum food. This could be the same city as the first, but often my
early high-food city isn't as good as one I find later, and flood
plains are also great for cottages.
I like being able to stack workers, as they can finish individual
projects faster and make less work to manage. Pairs always work good,
groups of 3-4 are generally not overkill for most work. It is nice to
have at least two workers for every new city to speed up development,
as they'll halve the time to get production bonuses up.
