I stick to one worker per city.  I build enough farms so that I can use
all of
the best squares at max feasible population for the city.  I also build a
few
more so that when I want to grow the city I can get +5 food so long as I
can
avoid surplus food when the city reaches full pop to use all non-mountain
squares not used by an overlapping city.

Also, sometimes I have to build more farms than I want to spread
irrigation.

Generally speaking, I would rather have a hamlet working its way to a town
as
opposed to a farm producing 2 more food to sup****t a specialist.

I may convert river squares back and forth from farms to waterwheels as
needed.
