I'd say micromanaging is a must. Great Wonders will make Great People
appear
in the city where they were built. You should also have at least one "Grat
People farm", that is to say, a city dedicated to producing lots of food.
A
sea city with lots of sea food, or a city on a river with many flood
plains
and garsslands will do. Just keep a few mines and/or forest tiles so you
can
build things that allow you to run more specialists, introduce Caste
System,
and you'll see the Great People roll out from that Great people farm,
augmented by GP from other cities which have Great Wonders
Oh, and try to keep at least two forest tiles in each city; it improves
the health of the inhabitants.
